Moody's Investor Services has given Pennsylvania's latest bond issue an Aa2 rating, saying the state has a "below-average financial position," The Philadelphia Inquirer reported.

The state's economic growth has been slower than the U.S. economy as a whole, Moody's said, citing the state's aging population and underfunded pensions as part of the problem, the Inquirer said.

The state "remains weak relative to its historic position," the Moody's report said.

Pennsylvania was rated higher than New Jersey, but fell below Delaware, the Inquirer said.
